In Abu Dhabi the question is less "CFE or nothing" than "what does the CFE add to the cover the law already requires". The emirate makes health insurance compulsory for foreign residents and their families, and obliges employers to insure their staff. On its own, the CFE pays zone 4 rates in the Emirates: 31% of the real cost of a hospital stay and 21 € per consultation, with no direct billing. A top-up, or a well-chosen local plan, has to deal with the other 69%.

The rest of this page sets out the Abu Dhabi rule, what the CFE pays on a typical bill, why we show no hospital price, and what to check in a top-up. The zone system itself is explained in what is the CFE.

Who must insure you in Abu Dhabi?

Abu Dhabi Law No. (23) of 2005 applies to "non-UAE national residents and their families in the Emirate of Abu Dhabi", Al Ain and Al Dhafra included. Article 4 makes the scheme "compulsory for non-UAE nationals and their families who are residing in the Emirate". Article 5 puts the cost on the employer, who must cover each employee "and their family members including an employee's/worker's wife and three children under 18 years of age".

This is where Abu Dhabi differs from Dubai, whose law leaves dependants to the sponsor. Three practical points follow:

  • Anyone the employer does not cover, such as a fourth child, a child aged 18 or more, or a spouse who is not the employee's wife under the law's wording, falls to the sponsor, who must insure them from the date of arrival.

  • A residence permit cannot be issued or renewed, and a foreign national cannot be employed, without enrolment in the scheme.

  • The law does not mention the CFE. Whether CFE membership counts towards it is not stated in the law or in the CFE documents we read, including those on the CFE's "Santé +" offer for the Emirates. Ask the CFE and your employer.

What does the CFE pay in Abu Dhabi?

The whole of the United Arab Emirates is in CFE zone 4, so Abu Dhabi and Dubai share these 2026 rates:

Item

CFE in the Emirates (zone 4)

Stay in hospital, including day surgery and intensive care

31% of the real cost

Scan, MRI, X-ray, ECG and other technical acts

20%

Blood and other laboratory tests

20%

Pharmacy

45%

Consultation with a GP or specialist

21 € flat

Paediatrician for a child aged 0 to 6

24.50 € flat

Birth: vaginal / caesarean, no complications

3,164.11 € / 3,573.64 € fixed

The percentages apply to the real bill with no reimbursement ceiling, which also means no ceiling on the part you keep. There is no CFE hospital direct billing anywhere in the Emirates: you pay, then claim online with the paid invoice, and the CFE transfers its share in euros.

How much would the CFE pay on an Abu Dhabi hospital bill?

We looked for prices printed by Abu Dhabi hospitals and found none we could use. The Burjeel maternity page lists package contents but shows no price in its visible text; the Mediclinic page for Abu Dhabi and Al Ain lists package titles only; NMC and Cleveland Clinic Abu Dhabi print no price we could find. So the figures below are an illustration on round bills, not prices.

Type of care

CFE pays

Left before any other cover

AED 10,000

Short hospital stay

AED 3,100 (31%)

AED 6,900

AED 100,000

Major surgery with intensive care

AED 31,000 (31%)

AED 69,000

AED 2,000

AED 400 (20%)

AED 1,600

A percentage needs no currency conversion, so the CFE share is shown in dirhams; the dirham has no European Central Bank reference rate and we give no euro figure. For a birth the CFE pays its fixed euro amount whatever the hospital charges, so ask for a written quote before choosing where to deliver.

What should a top-up settle for a family in Abu Dhabi?

For the general logic of a top-up, see what is a CFE top-up. In Abu Dhabi, the useful checks follow from the law and the zone 4 rates:

  • What the employer plan already pays. Get its table of benefits first; a CFE top-up only makes sense for the gaps that remain, or for the years after you leave that employer.

  • The relatives outside the employer's duty. A fourth child, a child turning 18 or another dependant needs cover arranged by the sponsor; the CFE family contract covers dependent children up to 20.

  • The 69% of a stay, with no ceiling on your share: on the AED 100,000 illustration, that is AED 69,000 for someone relying on the CFE alone.

  • Direct billing in Abu Dhabi and Al Ain hospitals, which the CFE does not offer.

How Alea helps

Alea, a Hong Kong-based broker and the official CFE representative for Hong Kong, China and Singapore, also helps French expats in Abu Dhabi: reading an employer plan, deciding whether to keep or join the CFE, and comparing top-ups and first-euro formulas from more than 50 insurers. For the two routes, read CFE top-up or first-euro insurance; to join, see how to join the CFE and CFE waiting periods. Start with our CFE page, or talk to an advisor for a free quote with no commitment.

Is Abu Dhabi in a different CFE zone from Dubai?

No. Abu Dhabi, Al Ain and the other emirates all fall under the United Arab Emirates entry in the CFE country list, which is zone 4. The CFE therefore pays 31% of the real cost of a hospital stay, 20% of imaging and tests, 45% of medicines and 21 € per consultation. What differs between the two emirates is the local insurance law, not the CFE rate.

Does my Abu Dhabi employer have to insure my children?

Under Abu Dhabi Law No. (23) of 2005, article 5, the employer must cover each employee and family members including the employee's wife and three children under 18. Others sponsored by you, such as a fourth child or a child aged 18 or more, must be insured by the sponsor from arrival. A residence permit is not issued or renewed without enrolment.

Can Abu Dhabi hospitals bill the CFE directly?

No. In Abu Dhabi the CFE only reimburses after payment: its hospital direct billing covers 33 countries, and the United Arab Emirates are not among them. You settle the bill, have the hospital complete the CFE hospitalisation form and claim online. Your employer's local insurer may have direct billing with Abu Dhabi hospitals; check its network.

Why does this page give no Abu Dhabi hospital price?

Abu Dhabi hospital pages we checked did not show a usable price: Burjeel lists package contents without a visible price, Mediclinic lists titles only, and NMC and Cleveland Clinic Abu Dhabi print none we found. As an illustration, on a bill of AED 10,000 the CFE pays AED 3,100 and AED 6,900 remains.

Is it worth joining the CFE if my Abu Dhabi employer insures me?

For an Abu Dhabi employee it can be, for what an employer plan does not give: cover that follows you when you change job or leave the emirate, no health questions, no age limit, and continuity with French Social Security. Join within three months of settling to avoid a waiting period; later, it is 3 months under 45 and 6 months from 45.

What does a CFE top-up add in Abu Dhabi?

In Abu Dhabi it pays what the CFE leaves, within its limits: 69% of a hospital stay, most of each consultation, part of the imaging and tests. Some add direct billing in Abu Dhabi hospitals. For families, check how it fits with the employer plan the law requires and who covers relatives outside the employer's duty, such as a child aged 18.
